The Steel Panthers trilogy was one of the most decorated and praised wargame series from SSI. Now Gary Grigsby and Matrix Games, the company he now works for, has licenced the name and came out with a remake of Steel Panthers games called Steel Panthers: World at War (SP:WAW). This game is being distributed free of charge by Matrix Games (although it has minimal in-game advertising), and you don't need any of the previous Steel Panther games. Also available with the whopping 300MB+ download is a manual, a Editor, and a CD case pic in case you want to make your own CD :)

At first glance, this top notch war game looks complicated, but is quite easy to get into. The manual has a great tutorial, a section for Steel Panthers veterans that lists what is new and what has changed, and a detailed explanation of everything. In a nutshell, SP:WAW is a turn-based, hex wargame updated from DOS to Windows 95/98. The game covers battles all through World War II, from Japan's invasion of Manchuria in 1931 to a 'what if' cold war scenario in 1949. 27 nations are represented, with pictures and short movie clips to add to the realism.

You can select a quick battle if you like, and configure it to your preference. Or slug it out with a scenario -- over 50 scenarios are available with the game, and more user made ones are available for download from Matrix Games' website. There are also three Campaigns options -- a Campaign Generator that allows you to set up a custom made campaign, a Linked Scenario option that will link some scenarios together for you, and the classic Long World War II option, where you can play as one of six nations -- the United States, the United States Marine Corp, Great Britian, Soviet Union, Germany, and Japan. Both Europe and the Pacific are represented and you can switch back and forth if your chosen nation fought in both areas.

You start each campaign by building a group of 'core' units, and you can add on to them and modify them as the war goes on. In each battle, you earn points by killing enemy units or by taking and holding objective hexes. The core unit and point system is similar to SSI's 'five star General' series and makes it very easy to understand and operate. The realism of the game is carefully balanced between real combat and a playable game. Numerous preference options are available to help make the game harder or easier. There is a VCR Playback that is helpful in figuring out what happened in tough battles. The music is good, tense and dramatic, and the sounds are perfect, from the firing of artillery shells to the rumbling of tanks. Add in the fact that you can assign sounds to whatever action or unit that you wish.

Graphics are simple but pleasing, with detailed unit icons, bright colors, and a nice touch to the playing screen in the form of 'battle damage'. The AI is also quite good, the computer being careful in when and how it attacks you. The game supports PBEM and Internet play and there is also a Editor available for download that lets you make battles and modify existing ones. As a special bonus, SP:WAW is also available in five different languages besides English with more translations pending. The game only has a few flaws -- more original music should have been included, as the pieces are good but don't sound very different. The game is a little slow, and minimizing Windows utilities when playing is suggested. There's also no Autosave, so make sure you remember to save on a regular basis. The game is still being updated, though, and once Internet play is available a great wargame will be turned into a allmost perfect one.

Overall, SP:WAW is a little harder to get into than Clash of Steel, but the game is so user friendly you'll get the hang of it in no time. It may also inspire you to check out other tactical turn-based war games such as War in Russia, Western Front, Pacific War, or any of the great SSG wargames. Even if you have never found a wargame you liked before, check this one out BEFORE you write it off. With something for everyone, even veteran wargamers will soon fall in love with the realism and the challenge.

Definitely the best Steel Panthers game ever, and that's saying a lot. Two thumbs up, way up! Make sure you check Matrix Game's website to check for new patches, as well as a great forum and the addition of Internet play.

One of the best wargames ever made, period.

Since Darren Ingram's review of this masterpiece for CDMag is much more well-informed than mine could ever be, I would like to quote it verbatim here: 'Sure, there are other companies out there who can make a realistic simulation, but no one puts it all together like the designers at SSI do. Steel Panthers, their newest release, is not only fun, but it's realistic without becoming overwhelming, and the graphics are gorgeous.

Accurate war sims are often none-too-attractive if not downright ugly, and usually look like a boardgame with cardboard-playing pieces. But SSI has taken a first-rate gaming engine for Steel Panthers and surrounded it by layers and layers of gorgeous SVGA graphics and great sound effects. This is basically a move and shoot turn-based game with an extremely small learning curve. It's possible for a new player to start playing a scenario almost immediately upon loading the game, but there's enough depth to keep learning new things every time you play.

Each scenario lasts a certain number of turns, and points are awarded to each side for accomplishing things like death, destruction and conquest. But the side with the most points is not necessarily considered the winner. If an army wins a scenario by a margin less than 2 to 1, then neither side will be considered the winner. If one army wins by a margin of ten to one then they're considered victors by a decisive margin, and anything in between is just a marginal victory. So not only do you have to win, you have to win big.

The terrain is absolutely beautiful and units are very sharp and detailed. When a tank blows up, it sits there and burns, which is a particularly nice effect after you destroy an enemy column. When a building is blown up it burns as well, and when a large battle takes place, the battlefield is left in smoking, potholed ruins. For some reason, the airplanes don't quite live up to this graphic standard, popping from hex to hex instead of moving smoothly.

Ironically, the biggest flaw in Steel Panthers isn't even in the game itself. The included manual is not organized well at all, there's no index to help find subjects easily, and they had to append a nine-page readme file on the CD to cover all of the stuff that was either wrong or left out. When you get tired of playing the same pre-packaged scenarios, the random map generator quickly whips up a map within a set of parameters that the player sets up. And for those who really get into their wargaming, the map editor lets the player create their own map and battles, so the designers have made sure that the player gets the maximum replayability out of this game.

Steel Panthers is one of those war sims that will appeal to anyone who likes a good strategy game, not just to history grognards. It may not be the most sophisticated game on W.W.II ever devised, but who gives a rip? I haven't been addicted to a game like this in a long time.'

If you are a diehard wargamer or a casual strategy gamer with an interest in tactical-level wargames, Steel Panthers is a must-have.

The most interesting thing about steel panthers2 to me is that i liked the difficulty of playing with the muhajideen. I was playing this game prior to the afganistan war and very shocked to see the tactics i employed in the game being used against the americans. It was excellent in the modeling and giving the player an operational and tactical view that matched how combat can play out in real life.

Apparently not version 1.2, contrary to above statement. Version 1.0, and buggy (several bugs).
Found the patch (http://www.wargame.ch/iwc/scen/sp.htm) but it fails when it can't find 'SCENHOLDER.TXT', which files are missing from this version.
There's a patched *.EXE from Novostar available, but it trashes the campaigns (snow in the polish campaign). So, still looking to upgrade with the SSI patch.
I did get the german patch to work, lol. Don't speak German, but I'm getting by.

First Strategy game i bought back in the day. Still love the series. Steel panther II i feel is the best of series. But this first one is really good anyway. Just little less everything.
If you are fan of hex based strategy games, i recommend trying Fantasy general aswell, Theres Panzer General for ww2 fans in that serie allso.
I just prefer these old titles over the new games that litter the market with subpar tittles and turns of players of genre.

Before Combat Mission there was SP, a tactical grognard's dream, with scenario building, a huge database, good-enough AI for the built-in scenarios, and excellent graphics for the time. Happy days.

Actually playing WW2 TBS games mainly on consoles, SP was the first serious game to fill a hole in the PC sector. Panzer General was for me, as a SystemSoft fanatic, a flop. SP has survived until today with compatibility mods by MatrixGames in the 'Steel Panthers World At War' series.
